This makes problems for our house rule, though. Consider: Alcinus the Sorcerer takes Implement Expertise: Dagger, while Susannah the Sorceress takes Draconic Spellcaster.

Under Wizards' default system, Alcinus and Susannah are more or less balanced. Alcinus gets a bonus to hit with all sorcerer powers, but Susannah gets a bonus with all implements, and gets bonus damage as well. For these benefits, Alcinus and Susannah each pay one feat.

Under our system, Susannah has to pay a feat, but Alcinus doesn't. Probably she'll skip Draconic Spellcaster altogether.

This doesn't make sense. Our house rule gives an untyped bonus to all attack rolls. Under our system, Alcinus doesn't take any hit-boosting feats because he gets +1 per tier for free and expertise is banned. Susannah takes Draconic Spellcaster and gets +2 per tier because the bonuses now stack under our rules but not under WotC's. The house bonus needs to become a feat bonus in order to be in line with the new rules.

Indeed, I was assuming that even if we did nothing else, we'd change our bonus to be a feat bonus, as was discussed upthread.

All of them. The setting bits about "dwarves come from Valley of Bone, Mykonos, and ...", are soft restrictions, not hard limits. That means that the main population clusters of those guys are there, not that they aren't to be found anywhere else at all.

To get into specifics, Bell Jabson, my bard, is currently the only active Shadar-kai PC in L4W. She's from Daunton.

Shadar-kai are traditionally from the Shadowfell in LFW. There's no setting specific background benefit for that area yet. However, there is one approved PC and one PC being worked on (That I know of) who are from there.

About the hit-bonus feats and our house rule bonus, the only downside I see to giving out a free feat instead of the automatic attack bonus is that there is a group of characters who will still need to burn an extra feat to get the same effect as the house bonus.

Those characters are the ones who have to use a weapon and implement. There's Cha paladins, some Str clerics, and swordmages (unless the updates to implement rules fixed them), and there may be others now. If we allow hybrid characters with PHB3 I believe many of them would fall into that category as well.

That's the only thing I'm worried about. Besides that, I wouldn't mind giving a bonus feat instead of the attack bonus.

Perhaps we could give an option. Either you get the flat +1/+2/+3 attack bonus, or you can choose a bonus feat?
