D&D General Should The Pcs kill A Succubuss that's around 1,600 years old, which is The Succubus equivalent of A very smart 9 month old Baby?, or should they not?

Oh, no. OP claims English is their first language, but they once spent several years teaching themselves to write it in a different way out of boredom and now can’t break the habit of writing in that way.

One of my all-time-favorite movie reviews, by my all time favorite movie reviewer, Anthony Lane, is of one of Star Wars ep. 1, 2, or 3 (honestly can't remember which) in which he rolls his eye at yoda, supposedly one of the wisest beings in the universe, being unable to use proper grammar. How about having her come from A Alternate Reality in which Succubus, which are normally Chaotic Evil, are Lawful Good and Ki-Rin, which are normally are Lawful Good, are Chaotic Evil

Yoda used a coherent sentence structure in Empire and Jedi, just not an English one - which made him sound like, you know, English wasn’t his first language. In the prequels (but especially in Sith), he used otherwise-English sentence structure with totally random words swapped around.

What is the purpose of this scenario? Because from where I’m standing it looks like you’re just trying to pull a gotcha on the players.
 

How I'd actually decide: if the players want to redeem a succubus, it's now possible. If the players would rather just assume all fiend are irredeemably evil, then they are. I choose the path of most fun.

If they ask about redeeming a fiend, they've never heard of such a thing happening. But absence of evidence doesn't prove something's impossible.

The players should spare the succubus, and teach her to channel her demonic fury towards a new goal…

Brutally murdering everyone who torments the region through flagrant disregard of proper grammar, punctuation, and spelling. Run-on sentence abusers, of course, get even worse treatment.

Once the succubus has completed this mission, the players can kill her or not. At that point, it really doesn’t matter any more.

Modrons can go rogue, angels can fall, its basically canon in D&D that stuff can move out of its alignment. Takes an effort, but its canon.

but anyway, to the thread itself, look, I see the word 'succubus' and my eyes glaze over as I just wonder which isekai or 'the succubus has come from hell to seduce the man but he'll show her the power of love so she can be reborn as a real human' manga we're getting this week. So sure you can redeem a succubus, because that's basically Fantasy Trope number 12 and I've seen it enough that its in cultural knowledge

The specifics of this setting are too weird for me to delve into, but a 1,600 year childhood is untennable for most species that would even remotely approach human levels of interaction due to the sheer inability between the two to even comprehend similar things. Which, while an interesting topic to delve into, this is way outside of the point of the topic
