Give the BBEG the Power Feat Computer Link from Supers20 and have them take the stunt Remote Hacking. The villain is defeated and transfers his "essence" through his computer link to his headquarters and the next body. Ultron style!
Not having been an avid reader of the Baum books at a younger age, I have been wracking my brain to come up with a twist on storyline for this setting to no avail. Although not having seen anyone post in here it seems as if interest in this is gone anyway.

I agree in regards that a World Wide Travelogue would be the next best bet. Giving overviews of the countries political and social happenings at the time and some info on a major city in each area and what type of adventures best fit that area.
