There are lots of ways to handle religion. Athas has no gods at all, but it has templars and elemental clerics. You could have contemplative sect of monks that reveres the gods and performs services for them but does not receive spells. You could have warlocks who make pacts with specific gods and gain minor powers through a feat chain. You could have a religion based on a philosophy instead of the worship of gods. You could have a religion based on individual spiritual development so that any member can gain a handful of spells the way a paladin does but no actual clerics...
