One idea that I've incorporated into my own Eberron game that works even better in a B5 inspired game is that Morgrave University is actually a cover for an arms smuggling ring. They unearth ancient weapons in Xen'Drik and sell them on the black market to the highest bidder, and it's from them that Cannith got the original creation forge parts to produce modren warforged, amoung other weapons. (I disliked the book's presentation of Morgrave as a simple 'low level, starting backer' and always felt an IPX like operation was a far better fit for the world).

I'm a bit late to the party, but you're basically already describing the city of Thronehold. (I know it was mentioned above but).

I definitely don't think that putting something in the Teeth between Khorvaire and Xen'drik would be very feasible. Nobody would go.
