No. As soon as a combatant is defeated (e.g. flees the arena), its replacement enters before the opponent may act. The only times the opponent may act is if the combatant is defeated in the middle of the opponent's turn. Sometimes the opponent gets a full round to act because the combatant is at -1 to -9 hit poiints, but has not been so for its entire turn (like when an AoO brings the combatant down to -1 to -9 HP).
