Can Practiced Spellcaster be used by a warloc?
Can Elven Spell Lore be used by a favored soul?
Can Arcane Mastery be used by a prestige Church Inquisitor (do to Discern Lies spell-like ability)?

Can Practiced Spellcaster be used by a warloc?

Yes if the warlock is multiclassed with a class that does not offer full arcane caster level increase and then the only benefit of the feat is for the increase in "caster level" for level checks and duration (if any) of invocations.

Can Elven Spell Lore be used by a favored soul?

Yes in as much as the feat says so. Since the FS does not prepare spells you would not get the second benefit but you would get the first to the Dispel Magic and Greater Dispel Magic...if you have those spells of course.

Can Arcane Mastery be used by a prestige Church Inquisitor (do to Discern Lies spell-like ability)?

Yes.

Can Practiced Spellcaster be used by a warlock?

Yes, although RAW it offers almost no benefit. (Since there are almost no warlock abilities which depend on caster level.)

However, the guy who wrote the class was asked about this, and said that having it increase eldritch blast damage would not be unbalanced.
