When you make a construct, you can give them the special quality 'Intelligent (mindless only)' and it will give them an INT score. It's already in the program.
Unfortunately there's no way to make a monster of less than 1 CR currently.
It follows a preset list of skills to give a monster, and if they have a high INT score it'll eventually get down to knowledges. You can modify them after the monster gets them, of course, but you can't modify what order they get them in normally like you can with feats by modifying the text files.
