That means the second highest-level fighter is the Captain of Spireguard of Cirrus's Upper City. Since there are two 20th-level fighters for the Upper City, the captain is the third highest, so 17th-level.

Random roll using the Elizabethan names (male and female) on the Fantasy Name Generators web site gives me these name options. I'm going to cross out any surnames I really don't like but I don't have time right now. I will probably go with a female captain for the Spireguard and some of these surnames with become the plutocratic families of the spires.

Ellyn Outlawe is going to be the name for the Captain of the Spireguard. The other names will be used as leaders of the Cirrian or Trelian human Spire Kinships. The other seven kinships will be human (1), elven (2), dragonborn (2), or of other racial origins (2). The other human Spire Kinship will be Anorian (changed to Jov).

The elven kinships will be for urbanite elves and what I'm calling envoy elves. These elves have their origins with the Imperial Elven Fleets of wildspace. There two dragonborn kinships have Kulanspace origins but are completely settled in the Lands of Harqual. The other two kinships will be for one groundling race and one Spelljamming race. The groundling kinship won't be of a typical racial origin; it will be one of my more "out there" homebrewed races. I'll probably go way-off-the-map for the Spelljamming racial origin.

EDIT: Doh! I miscounted the the number of Spire Kinships. There should be 13 in total not 12. This adds one other spire of other racial origins to the 2 noted above. It will be another Spelljammer origin.
