Nope. Being a Dwarf is the only prerequisite. It's a good feat to swap Durable for.

I wonder which is tougher - the dwarven constitution and durability machine, or the dragonborn with maximum constitution? Adding 4 to your healing surges right out of the gate would be pretty brutal.

hmmm... so it is. I dont know why that was stuck in my head. gives me another feat or two to play with in my build, have to give combat reflexes another look

dwarven works better, becuase dwarves get a +2 con racial boost where dragonborn do not. Dragonborn however don't have to spend a feat.
