That is partially because FOX f'd up. For one, they screwed around with the episodes, airing them all out of order. Kinda hard to get into the characters, follow character development, and follow the storyline when you do something like that.

In one of the special feature for VI it was mentioned that V had done so poorly, relatively speaking, that the people running things wanted to go in another direction and had to be talked into giving the old cast and such another chance to go out on a high note, thus Undiscovered Country and not Starfleet Academy.

It's ratings may have been solid, but it was declining creatively.

Yep, and the "Starfleet Academy" proposal resurfaced again for the seventh Trek film.
