LA + Feats

So if there is a LA race of +3, for instance, Avariel, they start out the game at level 1 and receive all their 1st level feats. At 6th level they would have feats for 1st, and 3rd, but not for a 6th level character, correct?

In other words the LA does not count for calculating feats, right?

Made the changes that were pointed out to me about LA and ECL

ECL = Class levels + racial hit dice + LA.

There is no such thing as ECL +3 in 3.5 anymore.

Feats are based on racial hit dice and class levels only.

Specifically from the SRD:

Feat Acquisition and Ability Score Increases: A monster’s total Hit Dice, not its ECL, govern its acquisition of feats and ability score increases.

And since a LA does not give hit dice. . .
