Not that I can see, unless there are some class features that depend on feats. I can't think of any, but then I don't have an encyclopedic knowledge of all the sourcebooks and splatbooks (where does "splatbook" come from anyway?) out there.

I think games I've been in have just let you do whatever you need to do right then. If you need BAB +6 for a feat, you can take it at level 6 if you have that BAB. If, on the other hand, you need to get a feat to enter a PrC, say at level 6, then you can take the feat at level 6 and then enter the PrC. The order of operations has always been whatever would make the most sense right then.

My understanding is that you originally had the general core books, and then a bunch of specialist books.

The Fighter book. The Priest book. The Mage book. The Elf book. And so on.

When referring to these specialist books collectively, some people used a wildcard - "You can find a kit in the * book", where * can be replaced by whatever is relevant.

An asterisk is sometimes pronounced as 'splat', just as an exclamation point is sometimes pronounced as 'shriek'.

So 'the * books' became 'the splat books'.

That's the explanation I heard, at any rate.

The paragraph goes on to indicate that feats and skills are selected at the same time, which argues that steps 6 and 7, at least, from p58 occur simultaneously.

Which is good news for the monks in the audience.

that is essentially correct, except that, AFAIK, the term originated on the White Wolf Unsenet groups.

Yes, it's a WoD ism.
Y'see you had your "Clanbooks", and "Tribebooks" and "Tradition Books"

Thus Referring to the "Character Option" books as *books.
Splat-books.
