Favored class fighter? ranger?

Should we retain the bite attack of standard lizardfolk, or just stick with claws like the original text?

I think to distinguish them a little more from standard lizardfolk, let's get rid of the bite (unless the standard lizardfolk of that edition didn't have a bite, either).

I think I'd go with ranger.

The Monstrous Manual lizardfolk have bite attacks, but the Rules Compendium version (which may be closer to these kind) lack a bite. So I'd say our options are open.

Hmmm, I still think we should drop the bite attack.

Not much else to decide left, I guess. Max out Swim for the skills? Power Attack for the feat? Or go with Survival and Track?

Let's leave the tracking to their ranger leaders, and go with Power Attack. ;)

Updated.

It looks like all that's left are bonus languages, organization, and treasure.

Standard lizardfolk have...

Bonus Languages: Aquan, Goblin, Gnoll, Orc.

Organization: Gang (2–3), band (6–10 plus 50% noncombatants plus 1 leader of 3rd–6th level), or tribe (30–60 plus 2 lieutenants of 3rd–6th level and 1 leader of 4th–10th level)

Treasure: 50% coins; 50% goods; 50% items

Any reason to change any of that?
