[MaoF] Origin of spells

Is it okey to grant free access to spells arcane or divine from Magic of Faerun regarding specific origins of some spells like spells originating from Azuth, or some spells from the Red wizards of Thay?

Should I keep them restricted unless someone is from a specific area or belongs to a group?

The text of MaoF implies that these spells are freely accessible to all spellcasters able to cast them, regardless of origin. Nothing says, of course, that you as DM can't restrict access to them based on origin (I do!), but as per the text, it seems clear that the cleric spells in the book are usable by all clerics, the sor/wiz spells by all sorcerers and wizards, etc., regardless of the spell's origin.
