See, this is why I don't approve of sarcasm in print form, even when I'm the one using it. Without intonation, body language, and a thousand other clues that are lost in the medium, there's no way to tell what folks are trying to mean except taking them literally.
Monsters that don't get Second Wind can't use Second Wind. Therefore, they cannot benefit from the Heal skill's DC 15: Activate Second Wind usage.
Claims otherwise are in the exact same vein as "I make an Arcana check to let the Rogue use Maze. BOOM! Natural 20 for a 30, I succeed. Rogue, flip to page 168 and use the Wizard 25 Daily." To define that vein, it is foolish, wrong, and terribly unbalanced.
