In his earliest appearances, he was just a merc hired to wear a weird costume and hunt the titular werewolf of Werewolf by Night. The character's been through a lot of interpretations, which latter writers have really latched onto and taken advantage of.Initially, the character was just a Batman-style costumed vigilante, but he's sometimes gotten powered up -- whether due to the influence of the Egyptian moon god or his own mental illness varies from telling to telling -- to have super-strength and associated talents.
