Don´t dump str. You can still use reckless attack and rage with a little lower to hit.
Don´t default to bear totem. Even though the benefit is nice, there are other good options there. Wolf etc seems like a good idea.
Stout halfling should be a very good option with lucky and +2 Dex, +1 Con you are very tough and quick.
My proposed stats:
16 dex, 16 con, 13 Str, (to make multiclassing possible and to make use of str sometimes), Wis 12, Int 8, Cha 10
If you go point buy, you can easily play with 8 Charisma and Str 14, but you don´t have to.
With those stats you will rock. Increase Dex to 20 or dex to 18 and con to 18. Or maybe take dual wielder. When you swap to reckless and str based attacks, it may benefit you more than increasing dex by 2 points. Halflings with dual rapiers are cool^^
