One of the mustevals rolled a 20 on his CL check, so he should be able to tell Lunas that the missiles won't work.

OOC: Essentially Lunas is going to have the mustevals hang out while he runs out the clock to draw the dragon, instructing them to attack the next N combatant using the pop-up/pop-down technique. Then the next combatant will have 8 turns of the mustevals' assistance. Is it possible for Lunas to "transfer control" by telling a summon creature to follow any instructions given by the next NG combatant?

The mustevals fight for NG, which means they are under your control. They will help defeat Neutral creatures. They will not follow instructions blindly, but in most cases they have no reason to question the motives of a new NG creature, whose goal should also be to defeat Neutral creatures.
