Obviously stronger than daunting presence, but daunting presence is a monstrous feat. We are talking about something two steps along the feat chain than daunting presence, so I don't know how Kiai Shout is relevant.

i dont have Libris Mortis, but, new feats should be compared to existing feats with similar effects.

does Baleful Moan have the same effect as the ghost ability Frightful Moan (Monster Manual pg 118) ? Maybe Dreak Shriek could be "Improved Frightful Moan" (higher save DC, higher cha pre-req)
