I would agree with you there. CQF, HtL, and BS5ft are feats that every melee specialist would find regularly useful. I just don't see that with Superior Expertise.

IMHO, some people get too easily excited by large modifiers. Maybe I would feel differently if I had seen more high level play. At the level my PCs are now, I don't like all those monsters that charge me and follow up with Improved Grab.

For any character with access to haste this feat could be used to pump their AC by large amounts without much of a penalty.

According to the PHB Expertise the penalty occurs during an attack option until the characters next action. A character could simply use their partial action at the end of their turn from haste to activate this. The only detriment would be bad attacks of opportunity between turns.
