Read here more about them. Also note, that in the only "official" product, i.e. Eberron, you can only use "Add to a Roll", "Activate a Class Ability", and "Stabilize", as well as doing Artificer Infusions a bit faster.

There are other ways to gain action points, iirc. For example, Unfettered Heroism, a spell from Races of Eberron, grants a free action point every round. Another feat, Raging Luck, from the Eberron Campaign Setting, grants an action point any time the character rages.

I'd only take a feat like that if I were playing in a campaign in which extra feats were given. I wouldn't give up a feat slot for it if I only got feats per the RAW.
