I don't have those source materials.
I don't need to duplicate FO4 100% but I want to spotlight the exploration pillar more. The wastelands might have bits of power armor in it.

I'd probably base them off fantastic creatures rather than boring old mundane creatures. You already mentioned dragons, I'd use something like an owlbear over a bear or even something like demon power armour which could be a specialised version of T-60 equivalent with celestial another.Stylized. In game of be X-01 suits look insectoid.

It'd be cool to see your ideas for the full setting once you've written up a bit.
For me it should be better than +1 fullplate for starters.
It should not be common/uncommon item in any way.
