Wands have a save DC of the level the wand is created at.
By default this is the minimum level required for the spell (listed market price). Hence why wands of cure light wounds are 1d8+1.
You can make a wand at a higher level, and the level variables will increase, the formula for the cost is in the creating magic items section of the DMG.
