I was able to...umm, download it with help from my 'peers' (wink wink, nudge nudge), and it certainly will improve your appreciation of the time period suggested in Masque.

WotC's d20 Modern: d20 Past might also be useful.

Well, next on my list for Victorian era gaming resources will likely be either Cthulhu by Gaslight or GURPS Steampunk (I have Screampunk already.) MotRD has already proven to be one of my favourite RPG supplements, bar none, to the point that I'm even considering getting the Ravenloft DM Guide to be able to take best advantage of it.

Arguably, White Wolf's Victorian Age Vampire has better guidance on how to run a moody game set in that time period. I have Cthulhu by Gaslight, and while I wouldn't give it up at any cost (it's a collector's item!), it just doesn't have the guidance you might be looking for. YMMV.
