Reserve Feat Question

In the complete Mage are some reserve Feats.
My question is concerns the Stormbolt feat.
To use it on must have a Lightning spell third level or higher available.
If a Mage has energy substitution lightning and substitutes by the
Cone of Cold the cold with ligthning would that spell then be sufficient to power the Feat?

Yes. And since the Stormbolt feat also causes electrical spells (which the Cone now is) to be cast at +1 CL, your energy substituted Cone will do more damage as well. It synergizes nicely, really encouraging a themed mage.

From memory, it depends if he's a prepared or spontaneous caster.

A wizard who prepares an electricity-substituted Cone of Cold has an electricity spell prepared - which will power the Reserve feat. A sorcerer who knows Cone of Cold and has the feat has a cold spell available. When he casts it, he can make it an electricity spell... but that's not sufficient for the reserve feat. The rules for Reserve Feats specifically note that, for example, Summon Monster V, which can be a [Fire] spell if you use it to summon a creature with the [Fire] subtype, does not count as a Fire spell for a reserve feat, because it doesn't become a [Fire] spell until you cast it and decide what you're summoning. I'd assume that spontaneous application of Energy Substitution would fall afoul of the same clause.

Yes, so long as the spell is "prepared". The spell now has the "Lightning" descriptor, rather than the "Cold" descriptor.

No to hit. It's a line effect, Reflex save for half (Save DC as the highest level spell that's powering the reserve feat. So, a level 3 would be save DC 13 + casting stat mod)
