Peter allows the Monty Python reference to come to a natural conclusion before bring the gathered resolutes up to speed on their legal rights. "There is no right to make a citizens' arrest in the UK especially not if you are not the individual against whom the crime was committed." He says, "However the police are very unlikely to press charges where it is clear an individuals actions have brought a criminal to justice. On the other hand the British Police and prosecution service have a reputation for being very strict on the use of excessive force, or on anyone caught trying to take the law into their own hands. If the police were to find out that you knew about a planned heist and took matters into your own hands rather than involving them, I doubt they would look favorably upon it.
"The Resolutes' charter only really covers acts by individuals abusing their powers. Unless their is clear evidence that a super criminal is involved the Police are unlikely to think there is a role for us. Even if there is they may feel that we should only be involved if they can not handle the situation themselves. Now Your not going to end up in Jail unless you really start losing your cool, we have enough influence to get most minor charges dropped, but it is likely to cost the organisation some good will and at the moment that is something we would rather avoid.
"Now the West Yorkshire Constabulary, the local police force, is pretty much your typical provincial force, they are efficient and organised. They are up to dealing with most crime internally although they will ask for assistance from other forces if a situation looks to be getting out of hand. They have a small division responsible for dealing with super crime but would seek support specialist support from London if there was a serious outbreak.
"There are also three heros operating in the area. The first is this fellow." Peter flicks his projector again and a grainy photo of a man cutting through the sky in a white and blue cape appears, "He calls himself Fireman. He is considered to be an extremely powerful super although he has not been observed to have any fire based powers. He operates over most of northern England and is a huge local hero, very well loved in the community. He has a reputation for dealing with major disasters and emergencies, fires, floods, that sort of thing, and has not shown any particular interest in crime fighting. He has never been known to work as part of a team, very much a loner. We have no idea who the man behind the mask is although his observed operations would suggest he a man of private means. To be honest the Resolutes would be quite interested to know a little more about him."
The image changes again this time to show two men in black leather with domino masks. "These two characters are much less wholesome. They call themselves The Delivery Brothers but they are not related. They are closer to vigilantes than heros really, violent and not above a spot of intimidation.. Their base of operations is south Leeds, and they seem only to be interested in what goes on in that small patch. They keep the gangs out and the streets safe in their own neighborhood so the police pretty much ignore them. Probably because they can't catch the pair."
Now I can arrange for a Vigilant to fly you all to London if that is what you want. I can probably even arrange for it to sit on the tarmac at Heathrow and act as a temporary headquarters, we can pass it off as an extended discussion about the Building of a British base. However having it fly around all over the place would make it obvious we were mounting an operation and might lead to some tough questions pretty quickly."
Peter finishes up his speech and looks around the gathered team to check they have understood.
