Taking lower level powers

I have a rules question regarding utility powers specifically, but I guess it also applies to encounter and daily powers. To wit: when you level up and are entitled to a new power, can you take one from a lower level that you passed up before?

Reason I ask: I'm looking at the rogue level 2 utility powers. Tumble is just too tactically awesome to pass up, but Great Leap is pretty damn cool too. I think I might prefer GL to any of the level 6 utility powers. Could I take it at level 6 instead?

Page 28:
Utility Powers: At 2nd level, choose one utility
power from the list of 2nd-level utility powers in your
class description.
You learn a new power chosen from the list of utility
powers of your level (or a utility power of a lower
level, if you choose) at 6th level and again at 10th,
16th, and 22nd levels.


Encounter and Daily powers are the same.​
