So, who's paying for the electrical or fuel bill?
Not to be facetious, but the power bill is why this is an expensive, international effort (well, that and the tremendous construction costs). Anyway, if you hear about operating costs for the LHC, that's counting things like the massive computing grid needed to process the data live (no way to store it all -- they have to determine if an event is worth saving in real time) and salaries but also power supply. I'm a theorist and not entirely up to speed on all the details, but it's quite expensive. The EU countries are the biggest contributors, but the US, Canada, and I think Japan (and probably some other nations) are also well invested.
