Another idea is they tried to move the city to the elemental plane of water, but it ended up in not-water (ie, Fire, Earth, Air, or one of the border planes) and they have been fighting a long running war... and losing

The north pole. Depending upon how fantasy'd up your setting is, it could be encased in ice, or submerged beneath it, or even intact on the surface surrounded but a small area of magically-unfrozen open water.

I would have it in the not Libyan Desert. Kind of like Aquaman movie where things changed and the sea was swallowed up by the desert. It becomes far enough away to make it a journey.

Coukd move it slightly to that geological formation.
