Effects happen regardless of a successful hit?

I guess something good did come out of the CoD/minion thread, for me at least. I've played 3 sesions so far, and it never dawned on me that Effects occur whether the attack hits or misses. This is true, no?
I shafted the parties Warlock, as the effect from his daily didn't happen during the last battle. Of course, he could have been proactive and pointed it out to me. heh.
Anyway, this is true, right?

If there is an Effect entry given in the power description it happens whether you hit or miss.

Effects happen regardless of hit or miss.
If it's dependant of hitting, it'll be described in the Hit part, or the effect mentions something like "creatures hit by this attack..."
