A flaw in the system

You have a "super cool" daily power...
There is a "boss/miniboss" hanging around...

do you
A.) focus said power on said boss, perhaps miss due to high defence, and feal unfullfilled.
B.) target other creature, have better chance of hitting, but less glory.

How is this a flaw exactly? I'd say the fact that there's not always a "right" thing to do is a feature, not a flaw.

Well that depends on your risk-taking personality. Just like if I asked someone whether they want either:

a) 100% probability of $20 given to them
b) 1% probability of $2000 given to them

Either way the expected return is $20, but one is "greater glory", but a lower chance, as one would expect from the most difficult enemy.

I like this its almost an opposite side of the spectrum from the Save or Die discussion elsewhere on the forums.

In this you get a nice pay off from going for the long odds, while players who like to be statistically safer can aim for a creature who is easier to hit, a nice choice in strategy to suit everyone?

I'll admit I don't find it a "flaw" but I find my players playing it safe/smart; once biten twice shy and all that. I'm considering granting them a +1 to hit if they use a daily against the "manager" and go for the glory.

Well... some classes have ways to improve their to hit (Elven Accuracy). Also this situation improves the importance of Leaders... if he can grant you a +2 power bonus to hit, it'll be much more important than if the PC is already receiving a +1 DM bonus.

Not trying to say what you're doing is wrong, just be careful about making the BBEG too easy, or diminishing the importance of the Leader.

The situation makes set up powers and abilities especially important for extremely limited use powers. To improve hit chance against the tougher, more significant enemy, use a power that reduces defenses, then AP to combo with the daily. Wait for a leader to set you with a nice power bonus to attack.

If you use powers in a vacuum, then of course they often won't work as well.

I noticed this too; our warlord made sure we "saved a minion" for him so he could hit it with his daily that would trigger a buff.
