Summon Spells are hard to use during combat because of 1 round casting time (not a full-round action but real 1 round casting time).

Taking PHB II alternate class feature and applying Rapid Spell feat (CD) will shorten the duration. Or, you can learn Arcane Spellsurge spell (Dragon Magic, Sorcerer only 7th-level spell).

That's not even that much of a houserule, you could do such under the cover of spell research.

So true.

The only RAW limitation is that they can't add to the maximum number of spells known by this method.

The research process is the same (as in time, cost, etc.) regardless of caster type.
