For my sins, I made a bunch of updates to the charter, to reflect recent proposals. Here's what I did:
Remove this text: "From Dragon 372: Amendment: In the "Playing Shadar-Kai" article, "Shadar-kai" is added to the prerequisites of the Reaper's Touch feat. (Discussion here)", because it's been made obsolete by errata.
Added this to the house rules list: "From Dragon 372: Not allowed: The Punisher of the Gods Epic Destiny is not allowed, because the judges feel that it is too powerful in conjunction with builds that optimize their chance of a critical hit. (Discussion
here)"
Changed "Anyone may propose that material be amended or excluded, using the proposal system described above. In this case, the material under discussion is not approved until voting is finished." to "Anyone may propose that material be amended or excluded, using the proposal system described above. The material will be available until a proposal to ban or amend it has succeeded."
Removed the list of things that were banned because voting had not concluded. That means that the following things are now allowed, that weren't (officially) before:
- Grease, Illusory Wall
- Taunting Visage feat, Astral Seal and Recovery Strike powers
- Items from "Ashen Covenant", Dragon 364
- From Dragon 368, "Running Gladiatorial Campaigns": whip, net and associated feats, Called Shot, Staff Fighting, Arena Specialist, Catspaw Style, Exotic Fighting Style, and Grudge Style feats, Hunting Spider Style feat.
- From Dragon 369, "Bazaar of the Bizarre": Ghoststride Boots, Giantkind Gloves
- From Dragon 371, "Legacy of Acererak", the backgrounds.
- From Dragon 372, "Masters of the Planes": Epic Destinies (except for Punisher of the Gods, which is still banned).
- From Dragon 374, "White Lotus Academy": all of it.
Changed "If a character of 4th level or higher has been killed, the player can mark him as permanently dead, and replace him with a character of a level higher than 1st." to "If a character of 2nd level or higher has been killed, the player can mark him as permanently dead, and replace him with a character of a level higher than 1st."

You have two options when replacing a character:
A) Create the new character one level below the old character. It will start with the following wealth, based on the level of the new character:
- Level 1: 100 gp
- Level 2: 780 gp
- Level 3: 1750 gp
- Level 4+: full starting wealth as outlined in the DMG on page 143
B) Create the new character at the same level as the old, with wealth as above but without the magic item at level+1. For example, if you retire a 5th level character and choose option B, the replacement level 5 character would only get magic items at levels 5 and 4, instead of 6, 5, and 4 as the DMG outlines. (If the new character is level 2 or 3, subtract the value of the magic item from the total.)
