swap places

the monk power dragon's tail says "you swap places with the target"
while I know what that means I can not see anything that tells you what swap is in 4e(I'm I missing it somewhere).

does it count as forced movement (ie would I fail on a dwarf if they did not want it.)

also does it provoke oa?

According to the D&DI Compendium, it's forced movement.

Forced Movement

Swapping Places: Some powers let you swap places with a target. You slide the target so that its space overlaps your space, and then you shift so your space includes at least one square that the target just left.

So, a dwarf could resist, and it doesn't provoke.
