When do encounter powers recharge

If my cleric has healing word left after all the enemies are dead can he use them to heal the party still? Or does the encounter end immediately after the enemies are dispatched?

If I use an encounter power during a short rest will it recover for the next encounter? What exactly is the point of the "Restful Healing" feat?

Encounter powers recharge after a short rest (5min of doing nothing). Casting a spell counts as doing something (for the 1 second of in-game time that a Minor action takes...). Restful healing basically allows you to make your out of combat healing more efficient, but you have to take one five minute rest per two times you want to use Healing Word, then another five minute rest to have it available for a fight. Picking up the Comrade's succor ritual is a way better idea if you find 1-2 people are running out of surges.

Yes. If you have one left, you can use it before or while you rest. In order to get it back for the next encounter, the time between the next encounter and when you used it must have been at least five minutes.

If you use an encounter power that you didn't use during the last encounter and take at least five minutes of rest after using it, you will get it back. Restful Healing is useful only for classes with healing powers that heal random hit points. These include Clerics, Warlords, Shamans, and Ardents. Bards and Artificers can't make use of this skill. Runepriests can only make use of it at level 6 and up. If you have an extra healing power when you start resting (such as in your first example), it guarantees your roll to be 6 on the d6, instead of letting it be random like it would if it were in the middle of combat.

Yes. In fact, it's encouraged. The only downside to this is when the DM has set some sort of time table into the adventure or perhaps at least is smart enough to start using it (maybe not necessarily to interrupt the party but simply to show the dynamic nature of the world).

Yup. Healing powers like Healing Word aren't supposed to be the resource management end of it - your surges are. Once those are gone no more healing for you (at least no surge based healing!). I personally love this as it means the party can generally go through 5-6 full out combats a day before needing that extended rest. The record in my group was 9 combats between extended rests.
