Say you were going to stat out Io for a one-shot battle, maybe to run for a convention. What would you have Io's breath weapon be? Bahamut disintegrates (according to 3e, at least); Tiamat has all the typical energies covered plus her poison stinger. Between Bahamut, Tiamat and the thirty dozen other dragon breaths in D&D, what's left for Io?

That said, I went with Gender-Changing Gas. It sounds like fun!

Does it work twice? I can envision PC's who have been affected by it once shouting "No, don't kill it yet!" and jumping around to try to get breathed on again.
 


As the single creator deity, Io breathes all the elements you listed as well as creation and destruction. I like to think of it like Nolzur's marvelous pigments, but the creatures are elemental creations rather than paint beings.

So Fire, Cold, Lightning, Acid and Poison, Radiant/Positive and Necrotic/Negative energies. Any particular and any combination with which he can then use them to create reality. Or destroy reality, his choice.

In terms of balancing the power of the ability you may want to quantify times / day, damage amounts, power levels of the created works, creatures, magics, etc. So, say, only one 30th level creature a year, but he can blow bubbles all day long. :)
 

Io is a god, so his breath weapon would be Divine damage (3.x) or Radiant damage (4e).

If you want to be nasty, though, you could make him exhale a swarm of ancient dragons.

Anything he wants, though I generally assume that given his nature as the draconic creator deity he doesn't have a set form, or possibly any discrete physical incarnation. He's beyond the use of physical avatars like those used by lesser gods.

In game I'd never say for certainty if something was acting in the capacity to further Io's will, but you might infer it from a normal dragon acting as a vessel to something else, breathing a different breath weapon than it otherwise should, or a breath weapon orders of magnitude more powerful than the dragon's age might be.

Damn, English grammar strikes again.

And yes, gender changing breath works twice. Players lose con points if their character ends as a different gender than they started as.
