So why the option of "Anything he wants" isn't on the voting ballot, I don't understand.

Because in D&D there's a long tradition of gods being somewhat short of omnipotent.

Bad idea. Later on, when called to account for it, he'd end up saying how he experimented with killing mortals but didn't like it, and that he pretended to use a breath weapon but didn't actually inhale.
