The Local CB Obsolete?

That's correct, you can't update it anymore through official channels.
You can, however, continue to use it. You can even reinstall it. You will need a hack to re-update afterwards though.
There are ways of keeping it up-to-date as well, which I will not mention here. They are non-compliant with any number of TOSes, not the least of which is the one you agreed to when you installed it in the first place.
Further, they require an intermediate amount of computer knowledge in order to work. You don't need to be a hacker, but it helps if you know your way around XML.
If you are interested in this topic further, I would suggest you pursue it elsewhere. Try searching for an Axe that does d100 damage.

Yeah, a few months ago already. No Dark Sun or Essentials.

As far as I know that is the case, though I haven't tried. My offline CB no longer checks for updates.

Correct, the downloadable Character Builder is no longer updated. The last update was for Psionic Power. Dark Sun isn't in it, nor are any of the Essentials books. There won't be any more updates in the future - only the online Builder is supported now. Yeah, it's a bummer - the downloadable version is still superior (customizable character sheets, among several other things). Sigh.

And for the record, all that crap about how it was 'too hard' or 'time-consuming' to integrate the Essentials and Dark Sun changes into the offline builder*? Total bunk. The code to do it is basically already in there, it was just a matter of integrating the new options.
* I don't recall who said it, in what context, or when, but it was their big excuse for why they couldn't make it happen with the offline builder. The builder didn't change much. The online builder is basically the offline one with a new frontend.

Worst of all, they left in that "you cannot click the Buy button for Uncommon items" crap that basically meant you could no longer smoothly create a character higher than 1st level. You have to do that awkward "click Add then manually update your money" thing.
Since they never let Essentials rules in there, they should have at least backed out of the half-implemented stuff for it such as the magic item rarity system. I would have rather seen that than Psionic Power, to be honest!
