There's also the Spiked Chain with the correct feat, which turns it into a +3 2d4 Reach Light Blade & Flail with off-hand on one end.

I'll play echo chamber here and add my two coppers to the pile.

Double sword is nice if you want the +1 AC from the defensive property, while a spiked chain with its multiclass feat works better if you want a little more damage, and the option of reach.

Both are nice and accurate, and can be easily refluffed however you like. I particularly enjoy the idea of refluffing the spiked chain as a fencing-style where the reach represents lunging attacks and such.

If you go Tempest, the offhand property on both ends of the double sword is key. Doesn't matter as much with Ranger, or if you want a fencer style with refluffing the spiked chain as a rapier/main gauche combination.
 

As people have said, there are "double" weapons in 4e, and you may be interested in the double sword or the double scimitar.

That said, these are often not the greatest options for a Ranger. Generally the point of double weapons in 4e is that most of them are "defensive" (grant +1 AC/Ref) and many are "stout", meaning they count both as "wielding a weapon in each hand" and "wielding a two-handed weapon".

So double weapons are great for characters who want some added defense when dual-wielding (like a Tempest Fighter) and/or have some use for a weapon that can count as both two weapons and two-handed (like a Whirling Barbarian). Two-Blade style Rangers, however, generally want to concentrate on offense and can already wield any one-handed weapon in each hand, which means if they're going to spend a proficiency feat it's often much more effective to dual-wield bastard swords, rapiers, or waraxes. The main downside to that is having to pay for magic enchantments on two weapons instead of one, but this is a widespread problem for almost any dual-wielder or weapon+implement user.
 

I know there are better ways to build up the Tempest or Ranger than the 2 bladed, but I want it for fluff (and how I picture my character...so how I draw him as well). At the same time, I'm wanting to make him so that though the fluff is reflected, he's not totally gimped at the same time.

So far good suggestions and I feel like I'm going with the double sword. It looks like the party is about 14th level, which powers would probably go best with the double sword?

As was mentioned, Rain of Blows is amazing, especially for a level 3 encounter power (fighter).

Something to consider is a hybrid Fighter|Ranger with Hybrid Talent spent on Tempest Technique. There is quite a bit of synergy to be had there. Check this post for the rundown, if you're interested:
