Lay of the Land.

I was turning over the idea of building a PC whose basic concept was using the land as a weapon. Lifting up a chunk of the earth, and hurling it (I don't care how) for example. This came about when i wondered what would happen if a wizard could decide to cave-in parts of his stone wall. If their are effective ways of doing something in this vein, please share.

That's an excellent start. Also, does anyone know if there is branch of spellcasting/psionics/Su/SLAs dedicated to doing this sort of thing, possibly with range? Stone Dragon is fine, I'm just curious to know how many different ways there are for doing this.

I think there is a prestige class called Stonelord or something like that. I believe it has some similar abilities.

A Wu-Jen can choose earth as his chosen element, I think, and a lot of their spells have this sort of feel.

There were some divine feats in Races of Stone that were powered by a character's rebuke earth creature attempts. They all had a sort of drawing on the power of the earth theme, if I recall.

Actually, a goliath (RoS) cleric with the earth domain could do the rock hurling too with the right feats. That might be a good match for what you're looking for.
