THe DMG doesn't say "rare" it says specifically that the DM should not say "it doesn't fit" without good reason and then gives a couple of specific examples of what would be considered "good reasons" - both are very unique (self-absorbed drow elves and dwarves). And since only full plate has the specific requirement for sized to the individual then it is only logical that the examples are meant to apply for full plate and not other types (like chain) which per the RAW do not require resizing.

Ok, that part wasn't in the SRD (which says rare). However, it still says "magic clothing or jewelry". There is no RAW that clothing doesn't fit everyone, but that doesn't mean it does. In any case, this is the sort of detail that groups can either ignore or care about, so I guess it doesn't make sense to argue further.
 

That's 3.0. Check feats and you'll find Ambidexterity et al.

I have a copy of the SRD on my machine, one that's definitely 3.5, and has that quote in it (which is where I actually took it from), but now you have me doubting its accuracy.

I just picked that one for my example because it was readily accessible for both of us.

My SRD is all in one document (which makes it incredibly easy to search). I really don't like the segmented versions as much.

What was the source of your copy of the SRD?

The segmented "official" one from WotC does not have the text in it.

I have discovered over the years that sometimes when people compile their own copies of the SRD they accidentally insert something that was not in the original WotC version - so I go to that one for ready checks but I only rely on the hard books for actual rules since the SRD does miss things that were in the hard cover books.
