Doctor Who Build

I am looking to make a Doctor Who build for a planejumping campaign, something that mimics the Doctor Who that we all love.

Big issues that he has to be able to do:
  1. Travel through the Planes accurately (thinking a demiplane as an intermediatary via the Planeshifter MoP pg 30. then he can port to there as if it were the TARDIS)
  2. Find a way to reincarnate himself when he dies (does contingency/reincarnate work [how does he get a druid spell?])?
  3. Primarily a non-combatant (that's why he has a cohort called River Song), but is able to defeat enemies by outwittting them so knowledge, wisdom and intelligence are uber important.
  4. Must be able to be very very old without really aging so sometype of immortality would be great.

Look at the Clone spell for his immortality. With the DM's approval the appearance can change while still being him.

The big problem I see is the one trait that D&D really doesn't allow for, yet is quintessential for the concept: He's a time traveler.

As for the rest, build him as an Artificer.

There's the occasional spell or psionic power for it. Offhand, Time Hop sends you forward, and Teleport Through Time sends you back. Or you could just go to a plane with unusual temporal flow.
 

Since it's unlikely to get a good build at lvl 1, starting level is important to help you with this build.

I think Archivist is more appropriate than Artificer.
Knowledge Devotion seems like an appropriate feat to turn knowledge into advantage against opponents. Combine with Collector of Stories skill trick for larger bonus.

About the reincarnation: If your DM is ok with it, this could simply be a story-thing. Every time your character dies, it is 'replaced' by a new character that shares the memories of the previous one. It starts at the level appropriate for the campaign for new characters, and you can create a new character as normal. The only difference with other new characters is that it has memories of the previous character.

Another option would be to use Craft Contingenct Spell-Regeneration.
