I don't think there's a spell for what you want. How about Hide in Plain Sight?

That way you could actually use the target person's shadow as your cover, which is what you were asking for.

With that thought in mind, I'll ask: If you can put other class abilities into items (such as Ring of Evasion), why not HIPS?

Admitted, you still need a Hide check, but I think this may be closer than you're going to get by other means.

Alternately, if the goal is simply surveillance, why not a Crystal Ball? And I believe that there's a magic mirror that lets you not only scry, but step through it to the spot, so you have instant access when needed.
