He's going to steal ALL the puppies and kittens in the world and maroon them on an island where it rains all the time and there is no one to give them hugs!

Also, he's got twelve dozen or so world ending scenarios in mind (computer virus sabotage causing nuclear exchange, man-made plagues, engendered economic catastrophe, etc.) knowing each will only cause 10% of his goals, and some will fail but with more than a 140 such plans he will harm God flock.

But mostly the puppy and kitten thing.
 

If Cain exists, that also means there's a good chance Lucifer does as well. How might the "fallen one" interact with Cain? Unless Cain's already done him in and sort of taken over his portfolio...

I could see Cain using his Sevenfold curse in creative ways to strike back at the gods. For example, investing in the bank held by the God of Riches and then enticing one of the bankers to steal/depreciate his investment, causing his sevenfold curse to manifest in destroying the bank's wealth and rendering the God of Riches powerless for his lieutenants to destroy.

To bring about an apocalypse, Cain would need to assault the pillars of society - performing acts such as destroying the financial system, disrupting local law enforcement and/or military, and bring governments to ruin. He could present himself as a freedom fighter or terrorist, working against corrupt systems held in place by uncaring gods who disguise their true nature as the prominent politicians or illuminati who pull societies strings. Perhaps that what the gods are - forces of culture and order attempting to impose their will on humanity. As long as that sociological order survives, so does he. If he and his associates can utterly and permanently remove that power structure, he can finally rest.

Thor and/or Zeus, leading the charge to bring climate control in check
Athena, leading the feminist movement to bring equality to all genders
Hades, in charge of the CDC, controlling the flow of information to forestall death

I've decided that I'm going with a two-pronged approach. Above all things, despite his power, wealth, and resources, Cain's a coward. If not for his moaning about being an outcast walker of the earth in Genesis, he never would have received Jehova's "protection" in the form of the Sevenfold Curse.

To that end, he's going to try to undermine the power of all deities by being the head of a rapidly expanding secular humanist movement. That will serve two purposes - it further weakens the gods he's going to try to kill, and he gets to further inflate his ego and expand his power base.

While I like the idea of creatively abusing his Sevenfold Curse, I worry about that making Cain nearly impossible for the PCs to effectively undermine. If EVERY form of harm done to him is subject to the Sevenfold Curse, then he can't be effectively harmed in any way without the PCs destroying themselves in the process. Which, while it might make for an awesome story, isn't exactly going to encourage the players to go after the guy.
 

Actually, the puppies and kittens thing would work with one twist: you use the Kevin Smith approach to destroying all of Creation: find a way to put God in an unwinnable position. In this scenario, Cain and his lieutenants seek to make God break the covenant he made with Noah, one of the things being 'And the fear of you and the dread of you shall be on every beast of the earth, on every bird of the air, on all that move on the earth, and on all the fish of the sea.' Cain, with his near limitless wealth, has a group of people find a way to remove the concept of fear from a creature. The instant that animal gazes on a human without fear, God's Very Word is countermanded and all Creation unwinds with it.
