The Dragon Mask, being a Rise of Tiamat specific item, is listed in the book.* No one who buys the book needs it in a separate PDF. On the other hand, the book also references monsters, spells, and magic items that are not in the RoT book, and not in the Basic Rules. They are only found in the MM, PHB, and DMG, respectively. The PDF is so that people who are playing Rise of Tiamat with the Basic Rules have access to the things that aren't in the Basic Rules, and aren't in the adventure book they (ostensibly) bought.

*I'm assuming. I don't actually have the RoT book. However, the Black Dragon Mask was so listed in the Hoard of the Dragon Queen book, and likewise was not included in the supplemental PDF.

Mask of the Dragon Queen
Wondrous item, unique, requires attunement
Individually, the five dragon masks resemble the
dragons they are named for. When two or more of the
dragon masks are assembled, however, they transform
magically into the Mask of the Dragon Queen. Each
mask shrinks to become the modeled head of a
chromatic dragon, appearing to roar its devotion to
Tiamat where all the masks brought together are
arranged crown-like on the wearer’s head. Below the
five masks, a new mask shapes itself, granting the
wearer a draconic visage that covers the face, neck,
and shoulders.
While you are attuned to and wear this mask, you
can have any of the properties from any one mask.
Additionally, you gain the Damage Absorption from
each of the five dragon masks, and you gain five uses of
the Legendary Resistance property.
Severin’s stat block incorporates properties from the
Red Dragon Mask. You can find statistics for the five
dragon masks in the online supplement available at
DungeonsandDragons.com.

Nothing was changed as far as I see, they just added the last two sections about how to make combat more fun and how to adjust difficulty based on special circumstances.

Actually, no, I don't agree. It seems like it was formatted to be more concise, but the content appears pretty much the same to me.

Was the expected 2 short rests for a full adventuring day (6-8 encounters) spelt out in the prior version?

2 short rests is an example of a change. Re-write means that you can say the same thing, but you change specific words, their ordering, etc in saying it. They do that, as well as adding stuff and making some small changes. Much of it is clearer and more definitive, including the discussion of the adventuring day. I also thought the new bit on adjusting difficulty was interesting, wonder how it would work in practice.

EDIT: not to belabor this, but as I read through, I do see a couple more substantive changes in the text compared to what was before. The words are different.

Actually, as we argue over semantics, it really is (well, and a little substance, as I edited in above) the tone. Before, it was clearly not quite done. Now they are saying "this is it, this is how it works."
