D&D 5E Volo's Guide to Monsters Hobgoblins: You would think there are many cities.

When you read the write up on Hobgoblins you would think they have many cities in the Realms. The write up talks about them having a secret police, strictly military like, pursuit of martial and arcane arts, institutions for the arcane arts, ranks, following orders, etc....

I could picture them having a strict military society behind the walls of fortress like cities.

So where are the Orcs and Goblins in the Realms? I gather they once swept down from the tundra to demolish some of the far northern Dwarven cities, but I don't see them all living in the glaciers now that they've been driven off.

I imagine Orcs and Goblins living in caves, but I imagine Hobgoblins living in actual cities. They seem like a society based around feudal Japan.

I don't actually use Forgotten Realms anymore...however, my setting has three hobgoblin cities that have all been at nigh-eternal war with one another, and all three have been at nigh-eternal war with the dwarven citadels in "their" mountains. It's...an odd political situation.
 

Hobgoblins are the weird race out. They really have nothing in common with goblins (or bugbears) and seem like they should be nation builders. But they haven't been portrayed that way in the past. There's at least one (if not two) orc heavy nations in the Realms (and Golarion & Eberron) but no real hobgoblin empires or kingdoms.

They're a nation of Spartans that gets forgotten.

It's odd that a chaotic and brutal race such as the orcs have cities and yet the lawful and military style of the Hobgoblins do not.

Not just the Realms, hobgoblins have always seemed like they should have multiple cities or even a nation.

The MM lore paints them as the type that would likely populate your evil Empire (being the type to aggressive conquer territory and even subjugate other races), but also as not having any real nation to them, instead being mere tribes scattered across the land.

It's weird, and seems fairly contradictory. I plan on them having them in my world as kind of like the Sengoku period in Japan. They were unified, but have in recent years split off into many many provinces and warlords vying for control of the nation.
