I seem to remember them being described as lizard-likenin 1e/2e, but yipped like dogs (as others mentioned), and also smelled like wet dogs... I expect that's where the artists drew dogginess from.

That's how those lesser yugoloths (can't remember the name) got their extra pair of hands in 3e (or was it in 4e?), the artist got the description text wrong.

In the very early adventure "Caves of Chaos" there is a rumor that describes kobolds as dog like.

Is it? This was circa 1991, so I'm quietly confident they are not the same but I've never played WoW so can't comment.
I've no idea about the precedence here. They could have been in the original Warcraft in the 90s, or WoW could have picked up the concept from elsewhere.
 

At first I didn’t like the switch to draconic kobolds, but over the years, I’ve come to prefer it. To me, it gives them more character than being just another part of the kobold-goblin-orc-hobgoblin-bugbear-ogre goblinoid hierarchy.
