D&D 5E Motivations for a time-traveling wizard (Manshoon)?

You could really break a story if you had a book of ability boosting. Since they recharge every 100 years and you can time travel...

Not sure if it fits what you're looking for... but what about something mundane?

A ring made from the stem of a flower, given as a gift from to someone's first love.

A shard of glass from a broken vase thrown in anger.

A piece of bread, that was still warm when handed to a beggar.

Perhaps their magical properties come from being unique comonents necessary for a ritual?

I really like this idea. The two rings you mention are great, but actually wouldn't exist in the time of Shoon III (they were made after), but are great items for him to acquire in the two other time periods.
Is there a reason you want to take them back to the assassination of Shoon the III? Shoon IV is a hugely powerful mage (necromancer) who might have all sorts of other things Manshoon wants besides just his rings. He is the only non-elf to ever create whole-cloth the create mythal spell. Maybe Manshoon could look to pilfer that 12 volume set ;)

The AL adventure is set during Shoon III assassination. But you're right, it might be better to change it to a different Shoon-era.
