Bigger question: MacOS Catalina no longer supports Silverlight at all, because Silverlight is 32 bit only. Is there a workaround?

It appears to be stick with Mojave in some way:
Don't upgrade to Catalina
Use a Virtual Machine to run Mojave in Catalina. This is about the cost of a year's subscription, so not sure how great it is.

New update: I'm on Catalina now. If you install the IETab extension onto Chrome, you can use that to access the Character Builder (it runs a remote instance of Internet Explorer, which has Silverlight built in).

Hey, that works. Though might be a bit scary for someone who uses Chrome as their regular browser. But great for me as I don't use Chrome at the moment...

So with Catalina, IETab extension for Chrome works and you can then log into it. So it is great.

Disclaimer: it seems to be safe from what I read, but it is giving the software access to Chrome, which is potentially problematic from a security standpoint. Do at your own risk if Chrome's your usual browser.

Except...apparently it is a free trial that then demands payment that's essentially the rough cost of just installing a Virtual Windows anyway. So maybe not the best choice.

Experimenting with VirtualBox by Oracle+downloading Windows OS from Microsoft and setting up that way, then running Internet Explorer:
Pro: It works and will probably continue to work as you just never update Windows, but update VirtualBox. As it is the only thing you use VirtualBox for, you don't really have to worry about viruses at all.
Cons: It requires a bit of computer skill to pull off and well, it is Windows.

On a side note, now that Wizards has announced they're going to be ending the various tools, I've successfully used MwaO's idea (virtualbox + win 10) to install the offline character builder on a Mac.
